Dear Advocates:
Congress adjourned on October 3, 2008, although the Senate is expected to return for a short legislative “lame duck” session after the November election, and the House may follow suit as well to try and pass what would amount to this year’s second economic stimulus plan.
Barring any surprises, BIAA’s Policy Corner will not publish again until Congress returns, most likely the week of November 17.

Senate Schedules Lame Duck Session; House May Return As Well
According to CQ Today, “Senate Majority Leader Harry Reid has scheduled a lame duck session beginning Nov. 17, when senators will already be in Washington for the biennial meetings to elect party leaders. In November, the lame ducks will vote on a massive package of public land bills that couldn’t get through the Senate individually because of a single persistent foe: Sen. Tom Coburn” (CQ Today, 10/02/08, Bart Jansen).
The Senate’s return also offers an opportunity for other senators to potentially try to move additional legislation, although the lame duck session is expected to be short.
The House looks likely to return after the election to consider a second economic stimulus bill.
According to CQ Today, “With the economy struggling and financial markets in turmoil, Democrats are once again pushing the idea that Congress needs to provide funding for state Medicaid programs, infrastructure projects, food stamps and an extension of unemployment insurance. The House could do it during a lame duck session after the November election, but aides said calling members back for a vote before then has not been ruled out” (CQ Today, 10/10/08, David Clarke and Molly K. Hooper).
